Heavy rains have caused flash flooding and mudslides as storms pound parts of central Appalachia. Kentucky Gov. Andy Beshear said Thursday that at least eight people have died from flooding in the state. He says property damage has been massive, with hundreds losing their homes. Water rescues continue across the region. In eastern Kentucky's Perry County, the emergency management director called the damage “catastrophic.” The city of Hazard, Kentucky is urging people to “pray for a break in the rain.” Another round of rainfall looms in the area already hammered by days of torrential rainfall.

A bill up for a final vote in West Virginia’s Senate could make the state the first to pass new legislation restricting access to abortions after the recent U.S. Supreme Court ruling. Senators are set to meet Friday afternoon for a third reading of the bill. The House of Delegates passed the bill that would mandate prison time for medical providers who perform abortions earlier. It allows exemptions for victims of rape and incest up to 14 weeks of pregnancy. Gov. Jim Justice called a special session to “clarify and modernize” the state's abortion laws.

Some Democratic candidates in statewide down-ballot races have decided to make abortion access key to their campaigns. They're doing so even when it may not have an obvious connection to the office. A Connecticut state treasurer candidate is airing ads in which she promises to “lead the crusade” for abortion rights and to push companies in which the state invests to fund abortion access. A Wisconsin treasurer candidate has asked donors to help her “fight to codify Roe.” A state auditor candidate in Ohio likes to remind voters that his role on the state's political mapmaking commission could also influence abortion access.

General Assembly has overwhelmingly approved a resolution recognizing the right to a clean, healthy and sustainable environment which Secretary-General Antonio Guterres called “historic.” The vote in the 193-member world  body on Thursday was 161-0 with eight countries abstaining -- China, Russian Federation, Belarus, Cambodia, Iran, Syria, Kyrgyzstan and Ethiopia. Guterres said the “landmark development demonstrates that member states can come together in our collective fight against the triple planetary crises of climate change, biodiversity loss, and pollution,” according to U.N. deputy spokesman Farhan Haq. Unlike Security Council resolutions, General Assembly resolutions are not legally binding.

Alyssa Thomas scored 19 points and the Connecticut Sun spoiled former UConn star Sue Bird’s final scheduled game in the state, beating the Seattle Storm 88-83. Brionna Jones added 13  points for the Sun and Courtney Williams and DeWanna Bonner each had 12. The 41-year-old Bird finished with 14 points and seven assists. Followers of Iraq's influential Shiite cleric Muqtada al-Sadr came by the thousands to storm the country's parliament at his command, and they rapidly dispersed with little violence. That showed his ability to mobilize his supporters amid the current political paralysis in Iraq over who will become its new prime minister. But al-Sadr has a powerful rival in former Prime Minister Nouri al-Maliki, and his nomination of a pro-Iran candidate to lead the country was what drew al-Sadr's followers into the streets. The political impasse has immobilized the already-fragile state, with no clear resolution. And Iran is working behind the scenes to unite a fragmented Shiite Muslim elite, which could disturb Iraq's delicate political balance.
